Annotative leaders being turned off

I am trying this annotative thing.  But I have some files that the leaders are turning themselves off somehow.  I have erase and redrawn them too many times to count.  It seems to be happening only in a couple of files.  Others files with the same style is not having a problem.  (knock on wood)

Any ideas?

perhaps that particular 'scale' is not in your scale list?

how do they look through a viewport set to scale? 
as in place the dimension through the viewport to the model, does it still vanish?

The scale is common architectural scales.  The leaders are in a base files that are xref into sheet files where the Viewports resides.  And when plotted the leaders look the same as in the base file, with no arrow head.  If you touch the leader and look at the properties pallet, it states that annotative is NO and with a overall dim scale of 1.0 instead of 96 (1/8" = 1'-0")

I forgot to mention that Mleaders is doing it too. 

Actually I figured it out.  TotalPurge is turning it to off.
