How can I paste a scanned/pdf site plan on to acad dwg. which is legible when plotted.

Assuming you only have Adobe Reader...

Save it as a Raster Image using any free app (there are plenty), then use IMAGEATTACH in AutoCad.

I did pdf overlay it worked fine but when I email the dwg. with overlay the recipient doesn't see it on the dwg its blank spot, any suggestions

Send the PDF.
