FWIW this does not sound like a problem suited for lisp.

I don't necessarily disagree, but this is first I have had anyone be able to suggest any software that might just do the trick, so I was going with what I knew.

We are using a program called ResilioSync, but it doesn't sync file locks.

If you're using two Windows servers within a domain, you can use builtin DFS.

Unfortunately, they are on different domains and one is in Oregon and one is in Singapore. Although they are connected by VPN.
