Background of Toggle-Buttons in ribbons

For example the button for  "Layer (Properties)" is a toggle-button.

Press it - it becomes blue and looks pressed (active)
Press it again - it becomes neutral and looks released (inactive)

Where can I find information of the definition, the usage, the background of these buttons to define it in my own cuix?
