Offsetting Featurelines

Is there a difference between using a stepped offset with 0 elevation difference than simply using the offset command?

Yes you miss the chance to alter the elevations IF you need/want to during the offset process.

It still remains a feature line with regular offset command, some civil objects revert to polylines when offset using autocad commands.

Of course :) But does the standard offset command degrade the featureline in a way that isn't when using the stepped offset command?
