New drawing, overlay xref, start LINE command:

At this point my cursor moves very slowly, jumping around very much like the annoying GRID snap scenarios. Yes, I've checked, GRID is OFF. This happens regardless of my OSNAP settings (on/off). Does anyone have any idea what setting/option is on that is for lack of better term "pinging" the XREF and checking for "something" and slowing down my commands and cursor?
