BLOCK UNITS

This is the headache that I cannot resolve. For some reason my block units are inheriting the host drawing units.
In other words, as I am inserting a block, which I created in millimeters in a host drawings which is set up in meters, this block units become meters also therefore becoming 1000 times as large. This also happens with block which were created in inches. They too become block which have units in meters. For this particular target drawing, the INSUNITS are set at 6, the INSUNITSDEFSOURCE and INSUNITSDEFTARGET at 1.

I have my defsource and deftarget on my machine set to 0.  I don't have any issues with blocks scaling
