label in dragged state

Is there a way to show all of my labels in a dragged state by default as point 19 on the image when I bring them in? I rather not drag them one at a time, since I am dealing with many points.

Just setup for cogo right now. Thinking of setting it up for others though.

I just had an interesting thought. . . If you activate the command, select the object to drag it anywhere... I know its programed to select the NODE/ INS, but to just select the text portion and it drags... neat idea...
