problem with zoom

attachment is a dwg files which puzzle me.
as you see,the dwg files's limits is inside the drawing range.
(Use limits command and will see the range is 0,0 and 420,210)
So,I thought use "zoom" "e" or "zoom" "a" will get the same .
but it not.
see the graph I attach.
why?

Yes,Currently the files is at ucs world mode.
I try use ucs,w to reset to world mode to test.
it act the same.

Zoom works in and out and with zoom extents as expected on AutoCAD 2017 here.

As Crank already hinted: Limits are expressed in the WCS.
In the current UCS the BL corner of the rectangle is 0,0 and the TR corner is 420,297. But if you switch to the WCS you will find that these values are  4506.2884,456.7131 and 4926.2884,753.7131 respectively.

After use id to checkout the basepoint,
and then swich to ucs world mode(ucs,w to swich,or use menu command +ucsman is the same),
and then use id command again to checkout the basepoint before and findout the coordination is different.
I get the point.

It's the wrong way to use such as limits,limmax,limmin to find the point.
alt,
use extmax extmin may help.
