Typically we set a flat "pad" for each lot at a specific elevation above the right-of-way high enough to insure during home construction they can get a 1% drainage swale around the entire house at minimum geotech requirements. We don't actually model it though. The spoils from utility work and footings for the pads, etc are always enough to adequately construct the finish swales.  Our earthworks simply consist of a flat pad.
