Help - Export Software for Civil 3D

I need software that will essentially take a civil 3d drawing, bind everything, purge everything, burst the blocks, and explode AEC objects so they become standard objects to export for various utility agencies I work with still stuck in the dark ages (using 2007 autocad bahaha)...

Anyone know of anything?

ExportToAutoCAD does not the trick?

You can also export to PDF and import that in AutoCAD :-)

Besides 'EXPORTTOAUTOCAD' you may find it usefull to take a look at FME.
It can read DWG and has some nice processing features to get to GIS.
