your file appears empty...

however IF it is this style SWE that is the problem.

the instructions prior about starting a NEW file and defining that style to behave correctly as desired should work...see attached

I opened your empty file...

drew a line...wblocked out to new file
opened that new file
renamed your misbehavin style
made a NEW style with desired properties...
Inserted your file as a block (allowing autocad to OVERWRITE the similarly named style with my newly defined style)
Wblocked your file back out to it's same named salf, preserving the style changes

Will that work on all text objects in the drawing?

and...that only works on the current drawing, correct?

conceivably one could do this to an entire folder full of files using design center to insert....and then manually wblocking them back out again...

If I set it to annotative, how do I make sure it automatically adds scales per viewport?

Updates annotative objects to support the annotation scale when the annotation scale is changed.

Type:   Integer
Saved in:   Registry
Initial value:   -4
When the value is negative, the autoscale functionality is turned off, but the settings are maintained:
0
Newly set annotation scale is not added to annotative objects.
1
Adds the newly set annotation scale to annotative objects that support the current scale except for those on layers that are turned off, frozen, locked or that are set to Viewport > Freeze.
2
Adds the newly set annotation scale to annotative objects that support the current scale except for those on layers that are turned off, frozen, or that are set to Viewport > Freeze.
3
Adds the newly set annotation scale to annotative objects that support the current scale except for those on layers that are locked.
4
Adds the newly set annotation scale to all annotative objects that support the current scale.

Okay...How do I get it to be bigger in model space so I can see it but annotate to .0938 on paperspace?

Maybe I have been over this, but I need a referesher.  :lol:

No it is exactly 'right'.

Try this....Add and anno scale that you wont ever use in your viewport(s)
something like 1:20
Set that anno scale current WHILE in Model Space...your text, blocks, and or hatches and dimensions, will all now be nice and big (visible)
while in model space. However only the desired view scales should be added to the items you want to show in those particular viewports.

I'm easing into it. I can't change too much too fast without rocking the boat...so to speak. Text is a good start.  ;-)
