Yes there is, in fact I wrote it!! You'll have to do a search for it though, I can't remember where it is.    

search terms might include csv, layers, export and excel.

Where do the file go when you run the lisp?

Have you tried the Layer Creator?  Here
It now allows you to export layers to a layer file and insert them into other drawings anytime.
