Creating TTM files for graders

Does anyone have any experience in creating TTM (Trimble) files from a set of construction plans? Especially generating from a set of plans created with civil 3D.

AFAIK the files needed for the grader:
ttm = model
svl  = 2d linework
cfg  = correction file
svd = 3d surface

No idea if C3D can export this or not. *never tried*

Only thought to mention that I used to work for a civil contractor that used Trimble site control, and I'd just take their vanilla CAD/DTM and import it into Terramodel (optional software with GPS site control purchase?), or AGTEK _then_ Earthwork 3D, and spit out the files we needed for heavy equipment data cards (i.e., bulldozers, graders, excavators, etc.).

From working with others using Trimble for machine control...3d polylines are much preferred over 2d linework.
