You could use the STRETCH command or just use an MLEADER.

MLEADER?

If I understand correctly what you mean. Yes - you can use an MLEADER:
  • Set up and MLEADERSTYLE; Start the MLEADERSTYLE command, then create a new style or select "Modify" for the standard style. Then go to the tab "Content", and the section "leader connection" at the bottom left. Select "Underline top line" for both left attachment and right attachment combo-boxes. Set the other options as desired, then select "OK" to set the options. Make sure the leader style you created / modified is current by selecting it in the list and selecting the "Set Current" button. Close out of the leader style dialog box.

  • Start the MLEADER command and create a leader with 2 lines of text. You can then stretch the leader either by selecting the grip for the last point on the leader before the dogleg (if present), or by selecting the grip for the text.

In that case your only option is to create a Visual LISP program with reactors to control the movement of the leader along with the text objects. Perhaps some of the others here have dealt with this kind of reactor before and can help you get started?

@ $100 / labor hour if it takes you more than 12 hours to solve this problem, you could have upgraded to ACAD2013.

legally????  I don't believe so. the full version f 2013 shows up as 'unavailable'.

2013  LT Maybe -- if some one still has unopened/unregistered retail boxes, but that won't get the OP LISP.
