Scale X, Y & Z not equal and cant make them equal
Why is this?

for one it is nested.  Did it get scaled down somehow, or copy/pasted as a block?
 
I re-inserted a fresh version of the block "Beam-00" and that looks ok.  sometimes you just have to abandon a broken item and start from a new block.
 
I'd recommend going in to the block editor and setting the block property "scale uniformly" to YES.
