[C3D 2013] Pipe labels don't show in a DWG

I've got two drawings that have the same xref.  In one drawing the pipes and labels show up, in the other drawing, the pipe labels do NOT show up.  In both drawings all layers are on and thawed.  The pipe networks are NOT linked in, just xref'd.  What else could be controlling the display of the labels??

What else could be controlling the display of the labels??

Do the drawings have different VISRETAIN? If so, is the problem drawing's C3D Label layer set to no-plot in Layer Manager?

Drawing scale, either thru toolspace or the AECDWG... (can't remember the rest) command?

Should also check Annotation scale.  ;-)

Everything appears to be the same in both drawings, including AECDWGSCALESETUP.   :|

The culprit is XCLIP.  The drawing in which the labels weren't showing up, the xref was xclipped.  I don't understand why that would cause labels to not be visible but deleting the xclip fixed it for me.
