I am stumped. I can open a past drawing and insert a hatch pattern from the "acad.pat" file but
if I open another drawing, and try to insert the same pattern, it does not show up on the list of
patterns available. What go's??

Pattern definitions travel within the DWG so inserted patterns will continue to show.
If you try to insert an uninserted (say STARS) pattern into an existing drawing it may fail in the same way as trying to insert any pattern into a new drawing.
Something's awry with your access rights to ACAD.PAT.
Its directory may no longer be on your (Tools, Options) Support File Paths
It may have been deleted.
You may not have read rights to ACAD.PAT.
What does
(findfile "ACAD.PAT")
show you from the command prompt?
A repair reinstall may help.
