Topic: Title Block vs Border

I have seen both terms used and in some documentation it contains both.
 
What is the difference or is there one?

In my opinion, the border CONTAINS a title block...
(and Revision block(s) and Reference Drawings and Legend and Disclaimer and this and that and the other thing...)

Border to me is the NON printed area

The title block is the printed area that encloses the drawing area of a sheet

I don't think I've ever really NEEDED to know, so I haven't given it much thought, but I think I would refer to the NON printed area as the margin.  The border to me are the four lines that make up the rectangle...

I've heard the title block incorrectly referred to as the border too many times.

According to NCS the title block is in where the drawing title, drawing number and all that other ancillary crap goes (typically found on the right hand side of the printed sheet).  They make no reference to the decorative line around the perimeter of the paper that contains or boxes in the drawing area. 

Maybe explains why I have seen some borderless drawings.

I've always seen the term used interchangeably, unless there was some specific client-oriented routines for managing them.  I've also seen it referred to as a frame and template.
