The other thing is that I can't see what exact symbol is in the Notepad by using unicode method. 
Unfortunately I don't know of a way around that. You could use a unicode enabled editor like Notepad++ and set its encoding to UTF8 so it allows for all unicode characters. But then the LSP file is probably not going to work, since I think ACad loads LSP as if they're encoded using an ANSI code page.
