Something about Entity Align

Help me to do That ,Something about Entity(block or polyline) Align.
Need to align the Entity #2 to Entity #1.
I pick the the side of  Entity that need to align(as source) , and then pick the side of the other one(as destination), then "getpoint" the Align_Point. So that Objects are automatically aligned.
I don't know the way.

Alternatively
How can I do that As The following Pic?
Using "ssget" the  three Objects, and then select the Polyling(Arc), then press space, or Return, it becomes the right result.
Something like Align with the curve.

For the first question, I think you can write it based on the command of ACAD "align".

For the section question, it need some treatment, just like, in what offset should the object be aligned.
