Hesitation While Panning

Recently upgraded to 2011 Civil3d and keep getting drastic hesitation while panning or zooming.  Why???? I

PC spec:

Intel Core 2 Quad core
Q6700 @ 2.66 ghz
2.67 gh,
2.50 gb RAM
Nvidia GeForce 8600 GT-512 Video Card
Windows XP Pro

Are you using hardware or software acceleration?

Also STOP
panning and ZOOMING!

Use the tool space and ZOOM TO the objects you are interested in looking at....it's faster really.   ;-)

And when was the lasst time you considered?:

Command: VIEWRES

Do you want fast zooms? [Yes/No] <Y>:

Enter circle zoom percent (1-20000) <1000>: *Cancel*

Do you run with the Properties Box and/or Layer Manager Open? I've seen these cause this issue.
The layer manager is not as bad, Try using the Quick Properties over the Properties Box
You will have to use the Properties Box to adjust/edit some of your Civil entities.

How do I find this out?

I'm not familiar how to do this.

Viewres is already set to 1000
