ROTATE CLOSED POLYLINE

I'm doing grating drawings for curved platforms.
I've divided the grating into pieces of varying sizes.
I need to rotate every closed polyline in the layout so that the shortest arc is oriented at 0 degrees to the horizon.
Does anybody have anything that might do this?

There are hours of Rotate-by-reference at stake here.

Also, is there anything that will sort the pieces to find duplicates?
