Import C3D Surface In Revit

What's the best way to bring a 3D surface into Revit and have it maintain it's correct elevation?  I've tried importing (via data shortcut) the surface into a blank drawing, promoting it, exploding it with the triangles on.  Okay so far.  Now, since the scales are different - I.E. civil scale is 1/12 that of an architectural - when I scale the exploded surface by a factor of 12, my finished grade elevations are now 12x's higher than they should be.  Does anyone have any suggestions?

If you insert it as a block at some point in your sequence, you can scale the xyz separately 12 12 1.
