What is the best way to redefine a block with code?

I am in the process of creating a lisp reactor that monitors blocks and if the block creation/change date attribute has change the block is redefined in the current drawing.
So therefore I want to redefine the block without actually inserting a new block when the reactor is called.
The reason for the lisp reactor is to bring all the power of dynamic block to an Xref, well sorta.  :-D

Any help is appreciated.

P.S. If anyone has some object reactor lisps and is willing to share some code, I woudl be grateful. For this is only my second object reactor, so I am still a rookie with them.
