Why can't I join these two LWPolylines?

In the attached drawing, there are two LWPolylines. I am not able to join them with PEDIT command, even if I specify adequate fuzz. There is a very small gap between end points of these two LWPolylines. If I drag the end point of either one and move it a little, they can be joined with PEDIT. Why?

I joined them no problem:

Select objects:
Enter an option [Close/Open/Join/Width/Fit/Spline/Decurve/Ltype gen/Undo]: j
Join Type = Extend
Enter fuzz distance or [Jointype] <0.000>: 1

10 segments added to polyline

Im guessing it has to do with one of the objects is an arc, and it cant figure out what to do with it

I joined them no problem:

Weird. This is what I got:

Command: PEDIT Select polyline or [Multiple]: M
Select objects: P
2 found

Select objects:

Enter an option [Close/Open/Join/Width/Fit/Spline/Decurve/Ltype gen/Undo]: J

Join Type = Extend
Enter fuzz distance or [Jointype] <0.0000>: 1

0 segments added to polyline


Plus, why do I need to specify fuzz = 1? The gap size is only 0.00003559.

Use MPEDIT rather than PEDIT.

I grabbed the end of the green spline, and moved it to the endpoint of the other, then joined normally through Pedit>Join

10 segments added to the polyline

I'm guessing they weren't exactly end to end.
