Updating Title Block using XL

I have an xl file that i used to use to populate all the fields of the title block.....

basically it writes the contents to a csv file and (somehow) the lsp file read the contents of the csv and populates the attributes in the TB ...

HOWEVER the lisp file i have is compiled ... (and before anyone goes off on one, im not looking to decompile it) im looking to see does anyone have anything similar that i can tweek myself.....

I move the post to here for more exposure.
Thanks for the clarification on the compiled file.
There are quite a few post about reading or importing csv and excel file data. Perhaps one of those will get you started.
