When working with a set of drawings I usually center it vertically and justify right to leave room for binding strip at left.

I've always done middle-right with about 1/2" white space along the right edge.  This will allow for a binding strip along the left edge and won't interfere with any linework you may have way out to the left.  You might find an "industry standard" way of doing this in Architectural Standards.

This is what we use. Therefore when they are folded the titleblock shows easily.

Depends on the size of the titleblock...but I generally have the same space on the top, bottom, and right and the rest is on the left for binding.

So different paper sizes have different title block justification? 

What brought this up is the scale to paper size option when one prints from say a d size paper to 8.5 x 11 size paper. 

When one does this the print gets scaled down to different sizes depending where I put the title block.  Unless I say center print on paper.
