I received a drawing with elevations that are in 3d. Is there a easy way to convert it to a 3d mesh?

If the topo data is points or 3d contours (contours at proper elevation) you can export to .dxf, open in SiteTopo, export the mesh (TIN lines - 3d faces) to .dxf again and then open in AutoCAD.
