So I'm a bit stuck.

I'm looking for a way to take a layer full of objects and then create boundaries around each group of intersecting entities.

For example:

I'm looking to take a layer full of entities on the left and make the entity on the right for each group.

gile's UPL command does exactly what I'm looking to do, but I was hoping to automate it without using SendCommand or something similar.

Can anyone point me in the right direction?

Have a search for "AsdkHlrApi".  You may also want to better define the problem ie. you'll need different solutions for 2D vs. 3D.
If you are going to fly by the seat of your pants, expect friction burns.

try {GreatPower;}
   catch (notResponsible)
      {NextTime(PlanAhead);}
   finally
      {MasterBasics;}
