Wouldn't different plotters create different drawing plots showing still different lineweights regardless of what you do with the ctb file?

Not really.
They all read the same CTB file before creating a plot to be sent to the printer. Some printers/plotters will be heavier/thinner depending on how old they are or how maintained, etc... but it's all vrey much still based on the CTB
