Title: Understanding Ribbon Panel with Block Editor Panel

This might be a vague question. I am trying to figure out how to build a custom ribbon panel similar to how the Block Editor Panels works.

I have a tool that uses a dialogue box. I am wanting to see if I can convert the DCL to the ribbon panel. Once I activate the command, the panel would show and I can use the commands from the panel opposed to the DCL.

Does that make any sense?
