should be very simple, but as one can see, the color scheme is dark, yet the ribbon is light
How can I get the ribbons dark?

Must be some kind of bug. Try:
(setvar "COLORTHEME" 0)

Maybe I'm mistaken, but I didn't think 2013 offered a dark ribbon - wasn't that introduced in a later version?

Pretty sure autodesk did not fully implement DARK theme in Civil 3D....it's only partially 'dark'

I was thinking the same thing. I want to say the dark theme was introduced with the new graphics system, 2015 version. (~confirmed here (http://lynn.blogs.com/files/autocad-2015-tips-and-tricks-booklet-1.pdf))
