Title: Sheet sets and Annotative call outs

Is there any reason for the callouts to be annotative if they are only being used in paperspace (Am a sheet set rookie)

I would think not if you're only using them in paperspace.

We have been asked to add a viewport and title callout for every view which may mean 10 separate viewports and callouts instead of one viewport with multiple callouts.
Is this standard practice,  seems like a ton of extra work.

Annotative scale in paper space is always 1:1. I think they are still persistent as older drafters annotate the model space.
