It's also invisible...
that is preferred...but shouldn't affect it's editability...it is our inventory part.....it is extracted into a spread sheet

So is that why it does not show up in Prop-Pallet when the block is inserted into a drawing?
I never had a need to have invisble attributes?

Guessing - Yep

Invisibles DO have their uses.  As CCG mentioned, they extract the attributes into a spreadsheet and that's one good reason for keeping them invisible.  It might be data that's important to purchasers, but not to builders.... that kind of thing.

Insert the Block into a drawing.  Type ATTSYNC and the select the inserted block.  See if "item" att shows up.

I + XI = X is true ...  ... if you change your perspective.

I no longer CAD or Model, I just hang out here picking up the empties beer cans

If it's set to INVISIBLE and PRESET, you can edit it after inserting it but it doesn't show up.

IF it does;  WBLOCK out the block and over-write your block that you have in your library.  
Autodesk introduced ATTSYNC either in 07 or 08.  For what I am not sure, I think it has to do to doe with the

This has never been a problem before...I have thousands of blocks.........there needs to be a better way....all of them have the item constant and preset

Ok, so what do you actually need to do?

If it's supposed to be constant, why do you now need to change it?

Just because that's how all of them are set up doesn't mean that's how all of them are SUPPOSED to be set up... :P

Are you SURE 'constant' has always been turned on?  If it's set to constant, you can't edit it.  I just tried with a simple 3-attribute block in 2008.  Can you verify this in 2005 (if you still have it)?

since I have to make soo many blocks that are so similar, I usually open one and edit and save-as  since all the attribute settings and layers are the same, usually I just have to adjust the size of the object, the text and the "item" attribute...

in 2005, I can edit it in the properties box even w/ constant, preset, invisable on......or I can double click the attribute and get the " edit attribute definition" box and edit that way as well.......

Is the source drawing just the block definition?  If so, and you can't edit the attribute, then there is a problem.  If it is a drawing with many blocks defined, then it seems to be working as it should.

I agree.
block name = 72-7438
source file = 72-7438.dwg
You should be able to open the source file and edit that attribute.
If you are in a drawing and insert 72-7438 into it, you should not be able to edit any 'constants'.

If you need to change dozens of blocks I'm pretty sure that can be scripted to do it all 'automatically'.
