Does anyone know if Civil 3D can draw a polyline on a surface at a specific grade automatically? Apparently there is a way in InRoads, but I am not familiar with it.

No, but Terry Dotson added a tool for this to his C3D:Surfaces set of tools, called Grade Path. It creates a Featureline, not a polyline.
