Maybe I'm mis-understanding your request but AutoCAD will automatically convert ".mnu" files into ".cui" files.
Use the "menuload" command, select the ".mnu" file and bobs your uncle, one ".cui" file.
In terms of third part software, I'm aware of a CUI to MNS convertor, but not going the other way.
