Well, technically what danallen quoted is exactly, to the tee my method.
Yes, that method works just fine.  :)

yup - but yours requires a newer version of autocad than I have

I also love breaking out the old school command line options that autodesk in their infinite wisdom made invisible...

another favorite is zoom > L (and pick left hand corner of a box) > scale factor > to align a view

in viewport

command UCS > z > 90
as required to get your rotation

command PLAN > current (ucs)

Well, this one worked the best, kind of....

My QLeader worked great when I pick from Left to Right, but when I do the Right to Left QLeaders, they become 'detached'. The Line/arrow are detached from my Text Box.

This is the only solution of those offered that kinda works for me.

Thanks for all of your suggestions.

May I add the way we rotate the viewport...

Verify the current UCS looks normal.
While in p.s., double click in the viewport you need to rotate.
Unlock viewport.
If there is a line in the viewport that i want to rotate everything to like a base line to, I go a bit over the line and click to draw a line and "per" to that line (lets call that intersection "A"). It would look like a upside down T.

Click on the base line of the intersection above.
Go to View, and then click on the ribbon in Coordinates icon that show a UCS with a 3.
Now click the above mentioned intersection "A" with cursor, then click to the right of the intersection "nearest" to the line.

Then it asks for the "positive-Y" so you click on the top of the little line you drew.
It will look the same... type in "plan" and click enter, twice.
If the scale was 1:100 and no longer, then correct it back to 1:100.
you will need to move it around some.
Delete the small line you added.
Lock the viewport again.

(APPEND)... My supervisor showed me this way and it works exactly, every time and especially since our dwgs need to be rotated all different angles in our drawings)
