Is there a way to lock Xrefs?
I dont want any one change the settings or detech the Xref.

If you put the xref on it's own layer and lock that layer it will prevent anyone from refeditting the xref or, I believe, detaching it.
The xref itself will still be amendable by opening the xref, though. You could always set the file to be right-protected through Windows.

Setting XEDIT to 0 will also prevent refeditting.
Locking the layer does not prevent someone from detaching the XREF. I'm not sure that this is possible unless you can disable the XREF manager.

sounds like a training and education issue...
why not take the time to educate the other users about why they should not molest the XREF file(s)
in the end the time invested will yield higher results
Absent that...
Place a GIANT note in the XREF on a NON Plotting layer as shown below:
DO NOT DETACH, MOVE, or OTHERWISE EDIT this XREF FILE
DO NOT DETACH, MOVE, or OTHERWISE EDIT this XREF FILE
DO NOT DETACH, MOVE, or OTHERWISE EDIT this XREF FILE
DO NOT DETACH, MOVE, or OTHERWISE EDIT this XREF FILE

Education does go a long way but that solution with the text works for one person only. After that I think the text becomes unreadable for some reason.
