Dynamic block help

I have been trying to replicate this dynamic block and can't seem to figure out it works. It is a dynamic breakline. It has 2 stretch points at either end and when you stretch either side it keeps the break in the center. Also both sides of the break have grips which allow you to stretch it off center if needed. When you open the block it has 3 parameters and 6 actions. I have tried to replicate it but have not been successful. my understanding is that for each action you need a parameter to associate it with. can somebody take a look at this and try to replicate it and explain to me how it was created because it's got me scratchin my head.  :ugly:
