Status of a layer ...

Hey guys,
would anyone know how I can get information regarding the status of a layer by the name of the layer with code ??

Lemme' splain ...
So I have a 'layercreate' routine which, when the user types in for example:  REV for the layer 'Revision', it creates it and makes it current, or if it is already a part of the drawing, turns it on, thaws it out, & makes it current.

I want to expound on this with a prompt to the user if the layer is frozen in the viewport, or locked.  So obviously we can't pick an item to get the layer info, it has to be through the name.
But I don't know where to go to get this information.
Are there system variables for these or ...
is this idea even feasible ??

Look at the 70 dxf code group in the layer table dxf help.
