define unselected layers...
Everyone has a photographic memory, Some just don't have film.
They say money can't buy happiness, but it can buy Bacon and that's a close second.
Sometimes the question is more important than the answer. (Thanks Kerry for reminding me)

Meaning, if its frozen, you cant select it... so do you want a routine to thaw all frozen layers?

Or do you want a routine to thaw all layers frozen in the current viewport?

I think it must be a riddle.  :)
As you can't select frozen objects.

I have a lot of layers and a lot of viewports per layout.  The thing is, whenever I copy a viewport from one layout to another, all of the layers frozen in that viewport are automatically thawed - which means I have to manually freeze every one again. . . maybe there's a way to recall the settings in something like the layer manager, but  I don't know how.

Actually if you are using ACAD2000+ , use the copyclip command to copy the vp
move to the new tab and pasteclip the new viewport. You should be able to
select the vp, right click the and select 'Display Viewport Objects' Select Yes.

This works for me in ACAD2000.

It's too bad the viewport won't simply copy the layer settings when I paste it between layouts - this way, I have to run a command each time after pasting the vport to the new layer, requiring an extra regen as well.

Apparently, if you make a block out of the viewport, move it to another layout, explode it, and turn it back on with MVIEW, all the layer states will be kept!  Not sure if that's the best way to move vports between tabs or not. . .
