Extract both files to a folder in your ACAD serch path.
Enter AppLoad at the command prompt.
Load the blkmgr.lsp.

No instructions are given. I have to assume that entering makeblksld at the command line
will allow you to create slide library for current drawing.
You may then enter blkmgr to view the slides.
You can go here
