Why do I have to re-attach any attachments when I preview a post?

If you do a [Preview] AFTER attaching the file and then post the attachment it will contain nada.

So ...

Compose your message, [Preview] to your heart's content. Once you're happy with the content attach your files and then immediately [Post] the message.
