does anyone know how to access layouts in intellicad VBA?

no, i can't find any reference to layouts in the intellicad API help either.

Try the Object Browser (F2 whilst in the VBA editor) and peruse the Object Model.

tried that too, no reference to layouts there either.

found this info.. not sure if it's true or not but worth pursuing

They are Named *Paper_Space...n

you can access the second one on, but i cannot figure out how to get the name of the layout.

The IntelliCAD Object Model has changed in version 6 (now 2004 was 2000) and a Layout Object is available.
