macros for windows (acad)

I recently read the following in a tip I downloaded from a
cad web site:

" Windows contains a very simple utility for defining macros and
key redefinitions. It is the 'Recorder' icon, and it took me a long
time to figure out that it had nothing to do with sound.
From within windows star Autocad running and then reduce it to
an icon. Start Recorder running and from its menu pick Macro
then Record and a dialogue box appears..........."

My question is, does anyone have any idea where this recorder "Icon"
is and if the above procedure is valid?

Sounds like it might be an old tip.  Or possibly a tip from someone who has missed an OS or two.
