xref's not aligning properly

I have a building background and a reflected ceiling plan. I can xref the ceiling plan into building background and it comes in at the correct location 0,0. However when I x-ref the building background into the ceiling plan the building background is at a different location. I have flattened each drawing, etc. What is the problem?

Check the INSBASE value in each xref. They should be consistant (and I suggest 0,0,0).
