Is there a way to build VLX from PRV file by calling a function?

In CAD2021+, we can call MakeLISPAPP command to rebuild VLX, in former versions, usually we need rebuild VLX from PRV file via File>Make Application>Rebuild Application in VLIDE. Is it possible to call a line of code to get VLX from PRV instead of manually using "Rebuild Application" in CAD with version lower than 2021?

You can install AutoCad2010 and you make*.VLX , but you have a great bonus=
 =you do not forget, these *.vlx,
   are 100%compatiblity with Cad2020all..Cad2023all. (even trial-aCad-version.exe).
