DWF multi-sheet using publish/bad results

The 2 attached images are are from the same dwf file.

My process...
  • Publish multi-sheet file in AutoCAD publish
  • Choose a page setup
  • Whack the publish button
  • DWF complete, open the File in Design Review
  • All files show properly in the Thumbnails
  • Drawing view is right
  • Select second Thumbnail and all others.
  • The view is not full page
  • I need to enter "F" or the select the "Fit to Window" button

All drawing files' settings are exactly the same. At least as far as I've researched to this point. I can't seem to get all files in a dwf or dwfx file to have the view set to full upon initial open.

If I set all the views to full and save the dwf or dwfx, the next time I open the file I'm right back to where I started having to set the views of all to full.

If I plot dwf or dwfx files of each drawing as individual dwf/dwfx files. Open each file separately and all is right with each view.

My apologies, I can't provide images for review due to proprietary info.
What am I missing?

Could you and an image of the "CHQ4NWL…" Page Setup settings?
Not much to go on without it.
