This happens when some people in my office print hi resolution imagery / aerial photos from Civil 3D / Autocad. Anyone know some ways I can combat this problem without reducing quality.

Are you printing to pdf first? If yes then print using dwg to pdf pc3. Then print as image from pdf to printer.

I agree with putting it to pdf to begin with then printing but changing the print driver language to pcl (and the highest pcl at that) for your printer will help also help.
You can get about twice the size done.
